Biography of Dr. John E. McCook
Dr. John E. McCook serves as a consultant for school systems across the nation on special education, Section 504, legal issues in school administration and implementing the response to intervention process. His presentations in national meetings, including the National School Board Association, the International Association of Pupil Personnel, MEDS/PDN, and the national legal conferences for LRP, have won him recognition in several publications regarding school legal issues and special education.
Dr. McCook recently retired as the Director of Pupil Personnel for the Knox County School District in Knoxville, Tennessee. During his 38 years, he also served as the district’s Section 504 Compliance Officer. Dr. McCook supervised special education personnel in addition to psychologists, social workers, speech and language therapists, supervisory personnel and program specialists. He was instrumental in developing a psycho-educational center and satellite classrooms for emotionally disturbed students in Knoxville. Dr. McCook is presently adjunct faculty at the University of Tennessee teaching graduate classes in Issues and Trends in Education, educational statistics, and school law.
Serving as president of the Tennessee Association of Administrators in Special Education, Dr. McCook received the Richard Yoakley Award for the Outstanding Special Education Director in 1999. In 2006 he was awarded the UCEA Excellence in Educational Leadership Award by the graduate faculty at the University of Tennessee.Dr. McCook continues to serve on the TAASE board of directors as well as the advisory board for the Special Educator and for the IEP Team Trainer. He has written several publications regarding legal issues in special education and Section 504. LRP has published his manuals regarding the pre-referral process and his book The RTI Guide: Developing and Implementing a Model in Your Schools, which he believes will merge general and special education into a seamless entity. Dr. McCook has recently released his second book on RTI entitled Leading and Managing RTI: Five Steps for Building and Maintaining the Framework, published by LRP Publications. He is president of McCook and Associates, an educational consulting firm.
